How Russian crude oil exports directly fund Putin’s war against Ukraine
Although Australia bans direct imports of Russian oil, a major loophole allows Russian crude to reach Australian consumers through the back door:

Since February 2022, Russia has earned over AUD $1.45 trillion from fossil fuel exports - a major source of funding for the Kremlin’s war machine.
Australia has played a part in this.
Between February 2022 and the end of November 2025, Australian companies purchased AUD$24.7 billion of oil products from refineries in India, China and Brunei that process Russian crude.
An estimated AUD $7.5 billion of these imports were refined from Russian crude, generating around AUD $2.5 billion in tax revenue to the Kremlin.
That’s more than we've provided to Ukraine in aid.
This meant that in the third year of the invasion, Australia was the single largest buyer of oil products from refineries using Russian crude.

In the United States, President Donald Trump has threatened to impose 100% secondary tariffs on any country buying Russian exports, including oil.
